Yes — the workshop format branch already asks what attendees need to bring; if your event is workshops exclusively, remove the talk and panel options from the format dropdown.
How is this different from a vendor or sponsor application?
Vendor Booth Application is for exhibitors selling products or services on the show floor, not people pitching a talk. Keep the two forms separate so programming and sponsorship review happen independently.
