Completion on a construction job is not the same event as finishing the last task, because handover triggers dates, insurance changes and the start of a defects period. This form records it properly. The first page identifies what is being certified: project and job number, the contract or package title, the phase or units covered, the original and actual completion dates, and the drawing revision the works were built to. It asks whether completion is full or partial, and if partial exactly what is excluded, which is the single most commonly missing sentence in a handover. The second page is the position at completion: outstanding snags with a count and target date, whether anything outstanding affects use or safety, what is being handed over — as-built drawings, test certificates, warranties, operating manuals, keys and access devices — plus meter readings and who takes responsibility for the site from the completion date. Both parties sign with dates. What completion means contractually, and what defects period applies, comes from the contract itself, so the form records facts rather than asserting legal effect.
