Logic and conditions blueprint
Exactly how this form behaves as it is answered — 3 conditional rules ship with it.
- Features conditional validation: if “Are there provisional sums in this price?” is Yes, “List the provisional sums and what they cover” becomes mandatory before the form can be sent.
- Features conditional validation: if “Can you start on the date in the tender?” is No, we would need a different date, “Earliest start date you can commit to” becomes mandatory before the form can be sent.
- Features conditional validation: if “Will any of this package be subcontracted?” is Yes, “Which sections, and to whom” becomes mandatory before the form can be sent.
- All 3 rules are editable in the Logic tab, and the built-in checker warns about rules that contradict each other.
About this template
A bid that arrives as a single PDF price is almost impossible to compare against three others, which is why tender reviews stall. This three-page form makes every bidder answer the same questions in the same order. The first page ties the submission to the tender: project name and job number, the tender reference and issue date, the drawing and specification revisions priced, and the bidding company with its trade, registration number and insurance cover. The second page is the money: a breakdown by work section with labour, materials, plant and preliminaries separated, provisional sums listed, and the total carried at the bottom so nobody has to add it up by hand. The third page covers everything a price means nothing without — start date, programme in weeks, crew size, sequencing constraints, what is specifically excluded, assumptions made, payment terms sought and how long the price stands. Because the drawing revision is captured, a later change order can point at exactly what was priced. Commercial terms, retention and any contract wording are decided in negotiation; this form gathers a comparable bid.

How the form changes as it's filled in
This template ships with 3 conditional rules, grouped into 3 behaviours driven by 3 questions. Everything below is already set up — edit or delete any rule once the template is in your workspace.
Driven by “Are there provisional sums in this price?”
- Makes answers required
If “Are there provisional sums in this price?” is Yes, “List the provisional sums and what they cover” becomes required before the form can be submitted.
Driven by “Can you start on the date in the tender?”
- Makes answers required
If “Can you start on the date in the tender?” is No, we would need a different date, “Earliest start date you can commit to” becomes required before the form can be submitted.
Driven by “Will any of this package be subcontracted?”
- Makes answers required
If “Will any of this package be subcontracted?” is Yes, “Which sections, and to whom” becomes required before the form can be submitted.
Set it up step by step
- 1
Send it with the drawings, not after
The revision fields only work if the bidder has the pack in front of them, so issue the link in the same email as the tender documents.
- 2
Lock the closing date
Set the form to close at the tender deadline so late bids cannot land quietly and undermine the comparison.
- 3
Export the breakdown
Because labour, materials and plant are separate numbers, the responses export straight into a comparison sheet without retyping.
- 4
Keep exclusions visible
Read the exclusions column before the total; most awarded bids that overrun were the cheapest because something was left out.
Mistakes to avoid
- Accepting a lump sum with no breakdown, which makes later change orders impossible to price fairly.
- Leaving the drawing revision out, so nobody can tell afterwards whether a change was a change or always in scope.
- Asking for contract terms here, which turns a bid form into a negotiation and slows every submission down.
What it pairs with
Most teams don't run this form on its own. These are the forms and systems it sits next to.
What to do with the responses
Collect bids into one table, compare section by section rather than on the total, and carry the winning bid's drawing revision into the change order and RFI forms.

This form takes money. Card details are handled by the payment provider and never stored in your response data — you keep the order details, not the card number.
Frequently asked questions
How is this different from an estimate approval form?
Estimate approval is a client saying yes to a price you sent. This is a contractor answering a tender package, with revisions priced, a breakdown and a validity period.
Should retention and contract terms be in here?
No. Ask for payment terms sought and leave the rest to negotiation, or bidders start attaching their own contracts instead of pricing your scope.
Can subcontractors use it?
They can, but the Subcontractor Bid Form asks about supervision, RAMS and site labour, which is what a main contractor actually needs from a trade package.
What if the tender changes mid-bid?
Issue the revision, and because each submission records what it priced, you can see instantly which bids need re-pricing.
Is the Construction Bid Proposal template free to use?
Yes. You can preview and test Construction Bid Proposal on this page without an account, and take a copy into your own HelloForms workspace on the free plan. There is nothing to install and no card required to publish it.
What does the Construction Bid Proposal template ask for?
It asks 35 questions across 3 pages, 21 of which are required. Every question is listed in full further down this page, and each one can be renamed, reordered, made optional or deleted after you copy the template.
Can I edit the Construction Bid Proposal form after copying it?
Yes — the copy is entirely yours. Change wording, add or remove questions, switch between the classic layout, restyle it to match your brand, and set who gets notified on each submission.
How does the conditional logic in this construction form work?
3 conditional rules ship with the template: Features conditional validation: if “Are there provisional sums in this price?” is Yes, “List the provisional sums and what they cover” becomes mandatory before the form can be sent. Features conditional validation: if “Can you start on the date in the tender?” is No, we would need a different date, “Earliest start date you can commit to” becomes mandatory before the form can be sent. Features conditional validation: if “Will any of this package be subcontracted?” is Yes, “Which sections, and to whom” becomes mandatory before the form can be sent. All rules are editable in the Logic tab.
Where do responses to the Construction Bid Proposal form go?
Submissions land in your workspace under Submissions, where you can search, filter, label and export them to CSV or PDF. You can also email a notification to your team on every submission and send the respondent an auto-reply.
Can I embed the Construction Bid Proposal form on my own website?
Yes. Publish the form and paste the embed snippet into any page or share the direct link. The embedded form resizes to fit its container and loads no advertising or marketing trackers inside the iframe.
Can respondents upload files?
Yes. This template includes a file upload question, so respondents can attach documents or photos with their answers. You can adjust the accepted file types and size limits on that question.
Is the signature on this form legally usable?
The template captures a drawn signature and stores it with the submission, along with the timestamp, so you keep evidence of who agreed and when. Whether that is sufficient depends on your jurisdiction and the agreement itself.
